PROBLEM TO BE SOLVED: To improve drying efficiency and to reduce the amount of cooling water by improving a dehumidifying effect in a dry air duct. SOLUTION: A contraction part including a first expansion part formed by expanding the inside wall part in a pipe inward direction is formed inside a side-part vertical air duct 32 of a humidifying pipe 30 upward guiding a wet air emitted from an outer tank 10 in a part for falling cooling water fed from a water pipe connecting port 34. A part of the cooling water is splashed against the contraction part to be dissolved into small waterdrops, blown up by a raising air flow, and formed into a waterdrop layer. An area contacting the cooling water with the wet air is thus effectively enlarged to accelerate condensation of steam and effectively perform humidification. It is also useful that the contraction part suppresses the raising of waste such as waste thread mixed in the air flow and removes it by letting it float on the cooling water and a water flow formed by the condensation.
