PROBLEM TO BE SOLVED: To reduce temperature irregularity of a radiation board and improve radiation efficiency by smoothly performing convection of fluid in an empty space of the radiation board. SOLUTION: The heater is equipped with the flat elongated radiation board 10 having a vacant space 11 accommodating fluid, a pipe body 13 having a pipeline 12 which is on the back side of the radiation board 10, arranged along the longitudinal direction accommodating fluid and accommodates fluid communicating the vacant space 11 of the radiation board 10 and a heating part 20 warming fluid in the pipeline 12 of the pipe body 13. A branch pipe 30 having an inclined passage 33 which rises obliquely upwardly along the radiation board 10 from the middle of the pipe body 13 and of which one end 31 communicates the pipeline 12 in the middle of the pipe body 13 and another end communicates the vacant space 11 of the radiation board 10 is provided.
