PROBLEM TO BE SOLVED: To increase the adhesive areas of a settlement inhibiting pile and a foundation base, to sufficiently transmit working stress to the settlement inhibiting pile and to prevent the differential settlement of an upper structure. SOLUTION: The settlement inhibiting pile 17 has a ring-shaped projecting section 5 at an upper end section and a front-end metal fitting 9 at a lower end (e). Slurry is discharged by an agitating excavating rod 45, and a soil to be improved is agitated and mixed (a). A soil improvement body (a layer) 44 is formed (b). The settlement inhibiting pile 17 is rotated before the soil improvement body 44 is solidified, and the settlement inhibiting pile 17 is penetrated, excavating soil by the front-end metal fitting 9 (c) and (d), and soil up to present soil in a lower section from the soil improvement body 44 is penetrated (e). When the soil improvement body 44 is solidified under the state in which the ring-shaped projecting section 5 of the pile 17 is positioned in the soil improvement body 44, the upper section of the pile 17 and the soil improvement body 44 are unified. A reinforcement 38 is fixed at the upper end 18 of the pile 17 (f), the foundation base 40 is land-formed on the body 44, and a settlement inhibiting structure 46 is constituted (g).
