PROBLEM TO BE SOLVED: To provide a method for easily forming a fire-preventive/fire-resistant waterproofing layer inside/outside a building with good finishing. SOLUTION: The fire-preventive waterproof material is constructed by providing a substrate or a structural material formed of a noncombustible material, a quasi-noncombustible material, or a flame retardant material, and connecting a waterproofing layer to an upper surface of the substrate beforehand. The fire-preventive waterproof material is the combination between the substrate and the waterproofing layer functioning as a fireproofing structure or a fire- resistant structure defined by a law. The waterproofing layer is made of a synthetic resin, an inorganic material, or a combination of both of them. By employing the method for connecting the fire-preventive waterproof material to the building, or a method for connecting fire-preventive waterproofing aggregate to the waterproofing layer, standards and specifications of fire-preventive fire-resistant performance defined by the law are guaranteed.
