PROBLEM TO BE SOLVED: To obtain a primer antifouling coating material composition giving an antifouling coating film having high film strength and effective for preventing the adhesion of common aquatic life to ships all the year round, a composite coating film having excellent adhesivity and a composite antifouling coating film for ships having excellent durability of antifouling performance. SOLUTION: The primer antifouling coating material composition for ships contains (A) a resin component and (B) a silane coupling agent containing a reactive functional group. The resin component A contains a graft copolymer A1 composed of a stem polymer consisting of a vinyl polymer and a branch polymer grafted to the stem polymer. The branch polymer contains (a1-1) a graft polymer composed of an organopolysiloxane or (a1-2) a graft polymer composed of an organopolysiloxane and a graft copolymer composed of a polyoxyalkylene.
