PROBLEM TO BE SOLVED: To carry out stable discharge in an electrostatic charging device while guarding an electrostatic discharging needle. SOLUTION: The electrostatic discharging device which has a plurality of electrostatic discharging needles arranged linearly at specified intervals so that the tips of the electrodes are nearly perpendicular to a charged body, a projection type insulating member provided between the respective electrostatic charging needles, a grounded counter metal plate which is arranged in parallel to the needlelike electrode having the plurality of discharging needles, and a high voltage applying means of applying a voltage to the needlelike electrodes and electrostatically charges the charged body nearby the needlelike electrodes while applying the high voltage to needlelike electrodes to cause discharge with the counter metal plate has relations of a>b and c>0.8mm, where (a) is the distance between the tip of an electrostatic discharging needle and the charged body, (b) is the distance between the tip of the insulating member and the charged body, and (c) is the distance from the tip of the electrostatic discharging needle to the nearest insulating member.
