PROBLEM TO BE SOLVED: To provide an apparatus and a method for generating a video signal which guarantees reversibility by deinterlacing and reinterlacing by reducing a comb-like part of a mobile part while a resolution of a still image part of a video signal is maintained and to provide its program, an apparatus and a method for restoring the corrected video signal, and its program.

SOLUTION: The method for generating the corrected video signal includes a step of correcting a video signal by the calculation of a formula of pn=αn(en+en+1)/4+(1-αn/2)onwith a variable correcting quantityαn in such a manner that a pixel of an odd field "of" as a correcting object of the video signal is the same position in a horizontal direction, wherein enand en+1are pixel values of the pixel of the odd field "of" and the pixel of even field "of" adjacent to the pixel in a vertical direction, onis the pixel value of the pixel of the odd field "of", and pnis the pixel value of the corrected pixel.
