<p><P>PROBLEM TO BE SOLVED: To prevent a TCP throughput from deteriorating due to a packet loss occurrence and a packet overlap in a cellular IP. <P>SOLUTION: A relay router R1 multicasts a router advertisement to access routers AR1 and AR2 to form a radio zone having a possibility for an objected mobile terminal MT to move when a packet from a communication partner 30 is relayed. The mobile terminal MT receives the router advertisement from the access routers AR1 and AR2 around it, calculates a difference of each receiving time of the packet from each access router, and specifies a relay router to be multicast. A delay information for the relay router R1 to add to each path of the multicast is transmitted to the specified relay router R1.
