PROBLEM TO BE SOLVED: To excellently reduce an encoding noise of an image signal obtained by decoding an encoded digital image signal.

SOLUTION: A motion vector detection section 121 detects a motion vector MV at a noticed position in an image signal Vb on the basis of a DC coefficient EDCcorresponding to an image signal Va and each DCT block part of the image signal Va. A class-classification section 123 uses the image signal Va and the motion vector MV or the like to obtain a class code CL denoting a class to which pixel data at the noticed position of the image signal Vb belong. A tap selection circuit 122 selectively extracts pixel data xi of a predicted tap on the basis of the image signal Va subjected to motion compensation by the motion vector MV. An arithmetic circuit 125 uses the pixel data xi and coefficient data Wi read from a coefficient memory 124 corresponding to the class code CL to obtain pixel data y at the noticed position in the image signal Vb on the basis of an estimate expression.
