PURPOSE: A device and a method for managing regional information of a franchise type using a homepage opened to each apartment complex are provided to easily offer the regional information to residents by constructing the homepage of each apartment complex, and distributing the homepage or requesting homepage management to the resident. CONSTITUTION: A regional management communicator(100) outputs data to operate/manage the homepage by key input of an Internet user. A member communicator(200) receives various information or outputs the data for the EC(Electric Commerce) by connecting to the homepage, and receives/displays the information. A regional management server(300) provides the information of each apartment complex and the EC information, and outputs a control signal by receiving the data output from the regional management communicator. A web server(400) operates a program for homepage distribution and outputs the apartment related total information stored in a database server(600) to the regional management server. A customer management server(500) analyzes a characteristic of the member according to the EC.
