PROBLEM TO BE SOLVED: To surely generate a constant impulsive wave at a prescribed interval, without depending on corporal personnel expenditure and mechanical hammer system and without crushing an earth surface. SOLUTION: A positive electrode 41 and a negative electrode 42 are made to abut against a base rock used as a measuring object, interposing a necessary interval. A high voltage pulse is applied across both the electrodes by using a high voltage pulse generating means 1, discharge is generated between the electrodes, and the impulsive wave is generated in the base rock. An electromagnetic wave detection signal from an electric continuity means 43 for electrically connecting the pulse generating means with both the electrodes is made a measurement starting signal of an instrumentation sensor 8 for measuring the impulsive wave. The positive and negative electrodes are displaced in the radial direction by an expansion object 44 which expands to position where evacuation prongs inside carries out connection.
