PROBLEM TO BE SOLVED: To provide a waveguide type polarization control element which is advantageous for downsizing, can be manufactured at a low cost by a simple process and further permits preferential fetching of TM mode light which cannot be heretofore obtained with a waveguide type and a method for manufacturing the same. SOLUTION: The waveguide polarizing element characterized in that an oxide semiconductor layer 2 having a flat crystal domain 6 is formed adjacently to at least one surface of a substrate 1 constituting an optical waveguide propagating guided light and the method for manufacturing the same are provided.
