PURPOSE: A harbor loading/unloading device capable of automatically recovering fallen cargoes is provided to prevent the loss of cargoes and sea pollution caused by fallen cargoes. CONSTITUTION: A harbor loading/unloading device is composed of a side skirt(9) rotatably installed at a connection beam(7) in an unloader, a link(13) connected to the side skirt and rotating the side skirt, an air cylinder(14) installed at the side of the connection beam and operating the link, an air compressor(20), a balance weight(21) installed at the rear of the air cylinder, a rubber seat(15) installed at the top of the side skirt and being in contact with the outside of a vessel(4), a plurality of rollers(16) installed at the bottom of the side skirt and being in contact with the outside of the vessel, an ultrasonic sensor(25) installed at the bottom of the side skirt and measuring the distance between the vessel and the side skirt, a cargo recovery tray(22), a load cell(26), a cargo recovery conveyor(24), and an operating system. The cargo recovery tray is installed at the rear of the side skirt and collects fallen cargoes. The load cell is installed at the bottom of the cargo recovery tray, and measures the amount of the fallen cargoes. The cargo recovery conveyor conveys the fallen cargoes in the tray to an unloading conveyor.
