PROBLEM TO BE SOLVED: To provide a heterogeneous network system and a communication line selection method, capable of determining switching and combined use of communication of a terminal connected to a radio system without significantly reducing a throughput in a heterogeneous network including: a mobile system that coexists with a radio system using an unlicensed band, and uses a licensed band; and the terminal connected to the radio system.SOLUTION: A heterogeneous network system includes: a terminal including a communication form determination part; and a master system. The master system includes: an information collection part for collecting access point information; an information arrangement part for storing terminal peripheral radio system environment information, and access point peripheral radio system environment information; and a risk evaluation part for evaluating radio system risk information on the basis of at least either the terminal peripheral radio system environment information or the access point peripheral radio system environment information. |
