<p><P>PROBLEM TO BE SOLVED: To improve a degree of freedom for editing compression moving video data. <P>SOLUTION: A moving video data recorder 20 is provided with a decoding part 21 which decodes compressed moving video data containing interframe coding frames and generates a video signal for every frame, and an interframe compression coding part 23 wherein the generated video signal for every frame is subjected to interframe compression coding, respectively, and compressed moving video data which are composed of interframe coding frame groups are generated in accordance with the compressed moving video data containing the interframe coding frames.
