PROBLEM TO BE SOLVED: To provide an information communication terminal, a gateway apparatus, and an information communication system for setting a proper window size so as to contribute to the alleviation of the congestion in a network.

SOLUTION: When the information communication terminal connects with a packet bearer via mobile communication networks 20, 30, a communication control section 1 informs a window setting section 3a about information denoting a type of the packet bearer. The window setting section 3a acquires a window size corresponding to the notified information from a setting table storage section 14a and sets it as the window size of a downlink window in the TCP. The window size is supplied to a window setting section 53a as a value of a Window in a TCP header and set as the window size of the downlink window.
