<p><P>PROBLEM TO BE SOLVED: To decide the class of the movement corresponding to the prescribed parameters. <P>SOLUTION: The spatial gradient SGsum is detected for the spatial activity by the detector circuit 12, depending on the movement class tap inputted into the inputs 11, and the detector circuit 20 detects a frame difference FrG. The section discriminator circuit 13 discriminates the section, to which SGsum belongs. Generator circuits 17<SB>-1</SB>to 17<SB>-3</SB>generate the threshold deciding values, corresponding to the detected sections, and threshold calculation circuits 18<SB>-1</SB>to 18<SB>-3</SB>use these values and generate thresholds th1 to th3 corresponding to the SGsum. The threshold deciding values are generated by the generation formula containing parameters r,z. That is, using the factor data of the generation formula and the parameters r,z, the values for deciding the thresholds are generated.
