摘要

PROBLEM TO BE SOLVED: To provide a radio resource management device where high call trunking efficiency is obtained while preventing overload to a specific lower rank card in a radio station apparatus in which the improvement of the call trunking efficiency and load concentration to the specific lower rank card are in a trade-off relation.

SOLUTION: The radio resources management device that sets radio resources to a plurality of lower rank cards 3-1 to 3-n that are setting subjects of the radio resource comprises radio resource setting position selecting means 6 that decides a setting position where the radio resources of new calls are set to the plurality of lower rank cards, and overload determination means 5 that judges the validity of new call setting to the plurality of lower rank cards. The management device executes the setting of new calls to the lower rank cards according to the output from both the radio resources setting position selecting means and the overload determination means.
