PROBLEM TO BE SOLVED: To provide a boiling cooler capable of improving a cooling performance by lowering a level of refrigerant liquid to secure a large heat radiation in the use of a side heat attitude. SOLUTION: The boiling cooler has a first refrigerant tank 110 in which a heating element 10 is equipped on its own side wall 111 and the refrigerant is enclosed, a second refrigerant tank 120 arranged on an opposite side of the heating element of the first refrigerant tank 110, and a plurality of tubes 130 stacked in a vertical direction and communicating the insides of the first tank 110 and the second tank 120 each other. A refrigerant flow controlling means 140 circulating the refrigerant in the first tank 110 from the position corresponding to the uppper side of the heating element 10 along an inside wall surface 111a of the side wall 111 is set up inside the tank 110.
