PROBLEM TO BE SOLVED: To provide a moving object detecting apparatus which does not require to reset (retune) a reference signal (b) according to the vibration condition of an installation site, has a low probability of error alarm for instantaneous noise by obtaining a large difference between the signal (b) and a vibration amplitude signal (a), and has high detection performance for a small-amplitude signal just after a large-amplitude one. SOLUTION: The apparatus comprises a first integrator 14 which continuously integrates a vibration amplitude signal 1 detected by a vibration detecting sensor 12 with a predetermined time constant T1 and calculates an average input vibration amplitude (a), a second integrator 16 which continuously integrates the vibration amplitude signal with a time constant T2 which is longer than T1, a retainer/releaser 18 which sets a comparative vibration amplitude (b) or an immediately preceding comparative vibration amplitude (b') as an output signal (c), a third amplifier 33 which obtains an arbitrary determining reference signal (d) from the output signal (c), and a first comparator 20 which compares the amplitude (a) to the signal (d) and determines that "there is a moving object" when a>d.
