PROBLEM TO BE SOLVED: To prevent the occurrence of network congestion by preventing simultaneous transmission made by many transmission terminals.

SOLUTION: A communication controller 101 connected to be communicated to a receiving terminal 103 and a plurality of transmission terminals 102 through a network 10 provides each of the transmission terminals 102 with bidding information including incoming call identification information and price information. Each of the transmission terminals 102 acquires the bidding information including the incoming call identification information and the price information provided from the communication controller 101 in response to this, determines bidding price information in accordance with the acquired bidding information and transmits the bidding price information to the communication controller 101. In response to the bidding price information, the communication controller 101 receives the bidding price information transmitted from the each of the transmission terminals 102, determines a priority of the calling terminal 102 on the basis of the received bidding price information and performs control so as to make the transmission terminal 102 communicate with the receiving terminal 103 according the determined priority.
