<p><P>PROBLEM TO BE SOLVED: To provide an ETC lane controller performing operation taking a speed difference between passing vehicles into consideration in an ETC system automatically collecting a fee from a vehicle without stopping the vehicle. <P>SOLUTION: This ETC system is provided with a vehicle detector, an antenna, a start controlling device, and a processing part. The processing part outputs a processing result so that the start controlling device is operated into an opened condition when a vehicle speed is a predetermined value or more if communication by the antenna is not ended normally. Contact with a control rod or a collision against it is prevented, and operation is carried out while taking the speed difference between the passing vehicles into consideration. In the ETC system having a first vehicle detector, a second vehicle detector, a first antenna, a second antenna, and a processing part, the processing part sets an electric wave radiation starting time for communication by the second antenna on the basis of a compute vehicle speed.
