PROBLEM TO BE SOLVED: To provide a decomposition method for a hardly decomposable organic compound and a device therefor where, with the adaptation to the decomposition of the compound present not only in liquid but also in soil as a premise, ozone is activated to accelerate the decomposition treatment of the compound, and the compound present in liquid and in soil at low concentration can quickly be decomposed. SOLUTION: Ozone is poured into a treatment system such as liquid and soil in which a hardly decomposable organic compound is present, and tourmaline powder is mixed therein. Further, an operation of subjecting the tourmaline powder to charge separation on a crystal is added, so that ozone is activated to accelerate the treatment for the compound.
