PROBLEM TO BE SOLVED: To flexibly apply variable control to a clock frequency and a pulse mask received by an apparatus to be measured in matching with the performance of the apparatus to be measured. SOLUTION: A random code generated by a code data transmission part 11, a clock frequency of a fixed pattern signal, a sweep time, and a sweep width are variably controlled to optional values set by a setting processing part 17 through a synthesizer 12 and a frequency sweep part 16. Thus, specifications with respect to the frequency of a data signal to be measured can be properly set in accordance with the specifications of the apparatus M to be measured. Further, an undershoot amount of the nonlinear equalization characteristic is variably controlled to an optional value set by the setting processing part 17 through a pulse mask control part 14. Thus, the performance of the apparatus M to be measured at the upper limit or the lower limit of the specifications of a pulse mask can be confirmed and the occurrence of unevaluated items can be prevented.
