PROBLEM TO BE SOLVED: To simultaneously secure a sealing property and combined strength of an encoder 4 to a slinger 3. SOLUTION: A portion being sliding-contact with a forward edge of seal lips 11a to 11c is set to be a flat smooth surface with approximately 0.3 Ra at either of a rotary cylinder section 12 and a rotary circular ring section 13 forming the slinger 3, and a sealing property of a seal ring is secured accordingly.
