PURPOSE: A voice conversion system and a method for the visually impaired are provided to convert image data transmitted from a communication terminal of the visually impaired into voice data, thereby removing any inconvenience of the visually impaired. CONSTITUTION: An image data receiver(110) receives image data from a communication terminal. A character separator(120) separates the received image data into a character area and an image area. A character analyzer(130) and an image analyzer(150) analyze the separated character area and the image area. A character analysis DB(101) and an image analysis DB(102) store data for analyzing the character area and the image area. The first voice converter(140) and the second voice converter(160) convert character data of each area into voice data. A result data transmitter(170) transmits the converted voice data to the communication terminal.
