PURPOSE: An apparatus and a method are provided to prevent accidents by transmitting alarm issuing information to a terminal of a worker through a mobile communication system, in accordance with the distance between the terminal and an approaching train. CONSTITUTION: An apparatus comprises a terminal position information receiving unit(310) for receiving terminal position information through a terminal position checking unit(210) of a mobile communication system(200), on the basis of the wave signal output from a terminal(100) of a worker; an approaching train position related information receiving unit(320) for receiving position related information for the train approaching the terminal; a railroad geographic information database unit(330) for storing railroad geographic information which is created on the basis of a block signal installed on a railroad; an information converting unit(340) for converting the position related information for the train approaching the terminal into approaching train position information, on the basis of the railroad geographic information stored in the railroad geographic information database unit; and an alarm issuing information transmitting unit(350) for transmitting alarm issuing information to the terminal through a communication unit(220) of the mobile communication system, when the distance between the terminal and the approaching train is shorter than a predetermined distance.
