PROBLEM TO BE SOLVED: To provide a final covering sheet venting generated gas while allowing intrusion into a waste pit for promoting erosion of the waste, and having superior economic performance. SOLUTION: Three-layered laminated sheet 3 used between waste 2 with a flattened surface and final soil covering 4 is formed by superposing a protective sheet 31 formed of nonwoven fabric, an irregular sheet 32 made of a synthetic resin having given holes 35, and a separation sheet formed of nonwoven fabric 33 in order, to have a water permeation factor of 1×10<SP>-2</SP>to 1×10 cm/sec, and water permeation performance of 1×10<SP>-1</SP>cm<SP>2</SP>/sec or more.
