PROBLEM TO BE SOLVED: To provide an image of high picture quality by suppressing shaking of a developer carrier. SOLUTION: An aluminum raw tube manufactured by hot extrusion is subjected to a grinding process before forming grooves in a cold drawing process, then, the shaking of the developing sleeve is controlled to≤30μm. Thereby, fluctuations in a doctor gap or a developing gap in one rotation of the developing sleeve can be suppressed resulting in prevention of an image disturbance caused by the above gap fluctuation. Since a process for improving the shaking accuracy is performed before forming grooves, deviation in the groove depth can be also suppressed to≤30μm. As a result, the transport performance for toner is made uniform both in the circumferential direction and in the axial direction and an image of high picture quality can be obtained.
