PROBLEM TO BE SOLVED: To obtain a multilayer substrate having a high laminating accuracy by preventing an interlayer deviation (lateral deviation) at multilayer laminating time. SOLUTION: In the multilayer substrate, partial holes 15 of a plurality of holes which penetrate an insulating base material 11 and an adhesion layer 13 are filled with an adhesive 17, and temporarily adhered by the adhesive 17 before interlayer adhesion by the adhesion layer 13.
