The device (2) has an access to be sealed by a pivoting hood that moves between an closed position for obstructing an introduction of wastes and an open position for permitting the introduction of wastes. A pivoting trap limits the quantity of wastes to be introduced in the access. Another access (11) is permanently opened for permitting the introduction of wastes. An independent claim is also included for a waste collecting container.
