The propeller has a hub (1) supporting a movable shaft (2) with two blades (3, 4) and a double stop fixed at its center. Each blade has a deflector directed opposite to a rotation direction (8) such that when the wind strikes the propeller, one blade increases its wind opposition surface and the other blade reduces the surface at one half turn of the propeller, then they reverse the oscillation direction at the other half turn.
