PROBLEM TO BE SOLVED: To provide a seat cushion pad with a high damping property capable of lowering a vibration transmission rate near 6 Hz to be equal to or less than before while lowering a resonance magnification at 2-4 Hz, in which the "shaky feeling" that the body of a passenger swings to left and right at the time of traveling is reduced as well. SOLUTION: A seat surface part is in a one-layer structure, the resonance magnification at 2-4 Hz is 4 or less and the repulsive elastic modulus of a core layer is 45-75%. The cushion pad is composed of polyurethane foam provided with a skin layer and a core layer, using polyol components in which a polyol compound is composed of 20-60 pts.wt. of polyether polyol whose hydroxyl value H is 40<H1≤70 mgKOH/g and 80-40 pts.wt. of polymer polyol whose hydroxyl value H2 is 18≤H2≤40 mgKOH/g and a silicone foam stabilizer and a foaming agent are contained and polyisocyanate components which are MDI or the mixture of the MDI and TDI.
