PROBLEM TO BE SOLVED: To provide a soil-improving material utilizing steel slag which can be utilized without carrying out crushing treatment and can efficiently improve soil without adding various kinds of raw materials. SOLUTION: The soil-improving material is composed of steel slag having≥38 mass% CaO content and≤4 mass% MnO content and having≤5 basicity or a mixture of 100 mass parts of the steel slag with≤20 mass parts of either one or both of unslaked lime and slaked lime. In the steel slag, it is preferable that a ratio of the steel slag having >5 mm particle diameter is≤10 mass% and a ratio of the steel slag having≤1 mm particle diameter is≥60 mass%.
