Electrolyte solutions including combinations of high dielectric and low viscosity solvents. These solvent combinations provide low temperature performance and high temperature stability in lithium ion battery cells.

1. A lithium ion battery cell with improved low temperature impedance performance, comprising:
a first electrode; a second electrode comprising lithium titanate; and an electrolyte solution, the electrolyte solution comprising a high dielectric solvent formulation including sulfolane and optionally propylene carbonate and a low viscosity solvent comprising at least one of methyl butyrate or methyl trimethyl acetate.
