PROBLEM TO BE SOLVED: To materialize an optical path control element high in the latitude of control, small in size and high in reliability. SOLUTION: The optical path control device is provided with: a hole formed in a vertical direction with respect to the plane of a substrate, an optical waveguide formed covering the hole on the substrate; an upper electrode formed on the optical waveguide over the hole; a lower electrode formed on the bottom part of the hole; and an electric voltage application means which applies an electric voltage between the upper and the lower electrodes.
