PROBLEM TO BE SOLVED: To reduce standby power, without using an IC of low standby power but which is high cost, in a charger of a secondary battery. SOLUTION: After a charging control circuit 13 determines that the secondary battery is fully charged and an output of a charging current is not necessary, a control circuit 6 transmits a signal to a PWM converter 4 and turns off a switching element 14, by feeding an electrical signal to the control circuit 6 via a photocoupler 11. As a result, the flow of current totally vanishes, and a power supply circuit 1 is brought into a non-operating state as a whole. As another method, a charge termination timer, that is time-set in advance, is started after the detection of full charging; and after it is determined that the set-in and the pull-out of the battery have not been conducted in a timer set time, the operation of the power supply circuit is stopped, and the power consumption of a power supply is made to infinitely approximate to 0.
