PROBLEM TO BE SOLVED: To provide e.g., an on-vehicle terrestrial digital broadcast receiver capable of securing high image quality and a broad reception area by outputting a contents signal with high image quality for a fixed terminal when the reception quality is excellent and outputting a contents signal with low image quality for a mobile terminal when the reception quality is insufficient. SOLUTION: The receiver 10 is provided with: a switching section 17 for switching a voice signal for a layer A (for mobile reception) and a voice signal for a layer B (for fixed reception); and a control section 18 for controlling the switching section 17. The control section 18 references the S/N of a received signal, outputs the layer B voice signal when the reception quality is excellent, and outputs the layer A voice signal when the reception quality is not excellent. Further, the control section provides a hysteresis to the threshold value of the S/N for switching between the layers A and B, and performs switching to the layer B, when the moving average of the S/N is increased even when the S/N is smaller than the threshold value, in the case of switching the layer A into the layer B.
