<p><P>PROBLEM TO BE SOLVED: To encode an image at a high compression rate without sensing the deterioration of image quality. <P>SOLUTION: A photographed image of an object is divided into a plurality of regions whose priorities differ from each other. A code amount is set to each region according to the priority. In this case, information (photographing information) related to setting contents for photographing the object is acquired in advance, and the image is divided into a plurality of regions by taking into account the photographing information. Since the setting contents for photographing the object are reflected on the photographing information, the regions can properly be set depending on the object through the division of the image on the basis of the information as above. Thus, it is possible to encode the image while maintaining high image quality for part up which the object is showed.
