The prediction residual calculation section 21 adds a value G(SAD(n-1)-BD(n-1)), resulting from multiplying an adjustment coefficient G by a difference between a virtual prediction residual BD(n-1) corresponding to an image signal to be coded of an (n-1)-th image delayed by one image at the delay section 22 and a prediction residual SAD(n-1) corresponding to the image signal to be coded of the (n-1)-th image actually calculated by a coding section 5, to a virtual prediction residual BD(n) corresponding to the n-th image received from the virtual prediction residual generating section 2 to calculate an estimated prediction residual PRED(n) corresponding to the image signal to be coded of the n-th image.
