PROBLEM TO BE SOLVED: To provide a method and apparatus for improving system performance by changing a TTI. SOLUTION: There are provided a method and apparatus for improving system performance by changing a TTI by minimizing an influence upon HARQ process under progressing at a time point of the TTI change when improving performance of uplink packet transmission by varying the TTI in a system that supports HARQ. The present invention includes: receiving a TTI change signal instructing a change of the TTI; changing the TTI according to the TTI change signal at the time point instructed by the TTI change signal and setting a new HARQ process based on the changed TTI; and re-transmitting at least one of HARQ processes of the previous TTI, after the change of the TTI, using the same HARQ process of the changed TTI according to an ACK/NACK signal, and transmitting new data using the remaining HARQ process of the changed TTI.
