PROBLEM TO BE SOLVED: To reduce a delay time for displaying a video image after channel change, while preventing disturbance in the video image due to fluctuation of a transmission speed. SOLUTION: A reception buffer control means 801 avoids impact due to variation in the amount of data accumulated in a receive buffer control means 403 caused by fluctuation of a transmission speed etc., by increasing or decreasing the target amount of a data size and a transfer rate based on two thresholds. Further, the reception buffer control means 801 holds the target amount of the data size at the time of channel change as a transfer initiation size after channel change.
