<p><P>PROBLEM TO BE SOLVED: To provide a water-based printing ink having excellent adhesiveness to various kinds of plastic films, etc., and pigment dispersion stability, etc. <P>SOLUTION: Problems are solved by both the emulsion composition for the water-based printing ink of a polyurethane polymer obtained by reacting (A) a polymeric polyol having 500-10,000 Mn with (B) a chain extender, (C) a compound having a carboxy group and an active hydrogen group, (D) an organic polyisocyanate and (E) a neutralizing agent and the water-based printing ink using the emulsion composition for the water-based printing ink.
