PROBLEM TO BE SOLVED: To provide a sanitary cleaning device having the long service life, by preventing a scale broken piece from being clogged in a cleaning nozzle of the sanitary cleaning device, by early preventing sticking of a scale, while easily installing the device even in a narrow toilet space, by miniaturizing a sanitary cleaning device body by reducing sticking of the scale or clogging of the scale of a flow passage part of a heat exchanger superior in heat exchange efficiency in a small type. SOLUTION: The heat exchanger and the sanitary cleaning device using this heat exchanger can reduce a sticking object such as the scale generated on a surface of a heating element 7 by accelerating a flow speed of fluid by arranging a flow speed changing means and a water reducing means 5 in a flow passage arranged on the outer periphery of the heating element; and can dissolve and separate the scale by water reduced in oxidation-reduction electric potential generated by the water reducing means 5; and can provide the long service life by saving energy with high efficiency in a small type.
