PROBLEM TO BE SOLVED: To provide a developing roller which does not require a long drying line for mass production, for which a grinding stage for an elastic layer is not needed, whose resin layer has proper fine ruggedness on its surface, whose surface is hardly shaved even when it is used for a long time, and which is excellent in durability. SOLUTION: In the developing roller 1 equipped with a shaft 2, the elastic layer 3 formed on the outer periphery of the shaft 2, and at least one resin layer 4 formed on the outer peripheral surface of the elastic layer 3 and cured by ultraviolet ray irradiation or electron beam irradiation, particulates 5 are dispersed and contained in the resin layer 4, and the ratio a/b of the maximum particle size (a) of the particulates 5 to the thickness (b) of the resin layer 4 is set to 1.0 to 5.0 and also silicon is contained in the resin layer 4. In the developing roller 1, it is desirable that the average particle diameter of the particulates 5 is 1 to 30μm, it is desirable that the particle diameter distribution of the particulates 5 is within the range of 1 to 50μm, and it is desirable that the content of the particulates 5 is 0.1 to 100 mass parts with respect to 100 mass parts of the resin in the resin layer 4.
