The device has an electromagnet placed inside or outside or in periphery of a fuel system. An alternating current is supplied to the electromagnet using a power supply, which allows starting of an engine, to actuate vibrations of magnetic fields independent of environmental conditions. A potentiometer is regulated by an electronic flow meter for controlling intensity of the current supplied to the electromagnet.
