Treatment of leachate and all other industrial and domestic effluent, dumped into natural medium, comprises a well targeted oxidation using a first reactive (hydrogen peroxide) followed immediately by a reduction or regulation with a second reactive (aluminum sulfate) at ambient temperature to flocculate the pollutant within the material; and filtration with bag and on a finishing media. Treatment of leachate and all other industrial and domestic effluent dumped into natural medium, comprises a well targeted oxidation using a first reactive (hydrogen peroxide) (where quantity of reactive is minimum (2.5 vol.%)), immediately followed by a reduction or regulation with a second reactive (aluminum sulfate) in the same proportions at ambient temperature to provoke significant flocculation of the pollutant within the material without addition of flocculating agent; and filtration with filter bag and optionally on a finishing media, which retains all the flocculated matter to reach a chemical oxygen demand (COD) for a rejection in natural medium and a maximum residue of 5-6 kg/m3> is stored in the same discharge after stabilization (if necessary). Independent claims are also included for: (1) a device for treatment of leachate or any other industrial or domestic effluent, (where the leachate or other effluents are treated on the same discharge or in proximity to the site of production of the leachate or others effluents using an installation comprising a down gradient) comprising an immersed or transfer pump, a reactor provided with a foam scraper, a foam receptacle provided with a screen rake, a return pump for leachate coming from the foam stored, a recuperable filter banks in 2 numbers is adapted to the volume to be treated, a receptacle provided with a proportioning pump for the first reactive, a receptacle provided with a proportioning pump for the second reactive, a transfer pump for filtration on the finishing media and a filtering cell of great dimensions which allows rejection into the natural medium; and (2) use of effluent resulting from the treatment, as water reserve to put out fire or as industrial water.
