PROBLEM TO BE SOLVED: To improve air tightness and to reduce the size and the weight of an optical transmission module in which an optical waveguide element and optical fibers are coupled by an optical paths and the optical waveguide element is sealed. SOLUTION: The optical waveguide module comprises an optical waveguide element 63 which is formed at the center of the top surface of the module, a main substrate 60 on which an adhesive surface 66 is prepared at the portion of the top surface that surrounds the optical waveguide element, a sealing substrate 70 which is adhered to the adhesive surface of the main substrate so as to seal the optical waveguide element, and optical fibers 81 to 86 which are fixed and sandwiched between the main substrate and the sealing substrate and optically coupled to the optical waveguide element.
