PROBLEM TO BE SOLVED: To provide a paper feeding device, and an image forming device, with improved operability and resistance to charging impact by holding uprightness of a side surface guide plate. SOLUTION: This device comprises a stack part 24 for paper 2 to be stacked, the side surface guide plate 29 slidable in the width direction of the paper 2 to regulate one of side ends of the paper 2, and a hinge plate 36 installed on the side surface guide plate 29 on one side, and on a side plate 26 of the stack part 24 on the other side.
