PROBLEM TO BE SOLVED: To provide a method of manufacturing a shock absorbing member for filling in a prescribed position inside a hollow shell structure with a porous body for absorbing shock regardless of a shape of the hollow shell structure. SOLUTION: The method of manufacturing the shock absorbing member 20 formed so that an inside of the hollow shell structure 23 is filled in with the porous body 21 for absorbing the shock includes a process for performing hydraulic molding of the shell structure by arranging hollow material 10 with the porous body 11 arranged in an inside thereof, in a hydraulic molding die 31 having an inner surface shape corresponding to an outer shape of the shell structure, and pouring a liquid medium for applying the hydraulic pressure to the inside of the material.
